Within the hour, Microsoft provide a second communication updating that they identified the issue and will continue to monitor.
We identified high CPU utilization on components that facilitate access to the Exchange admin center which our telemetry indicates has now recovered. Less than an hour later, Microsoft provided confirmation that the impact had been solved.
